A handful of questions?

1)Could this potentially physically damage the drive to the point of crashing?
I disconnected my HD enclosure to wipe and reinstall Windows on an HDD fro my brother and when I reconnected my HD enclosure, it would not boot properly. I got the BSOD (disabled automatic reboot) for an unmountable boot volume. When I ran chkdsk, it would never get past 3% and the boot log repair didn’t solve it. I put it in as a secondary in my room mate’s computer and it told me that the drive was corrupted.
2) What could have caused this?
3) And if I were to reformat it, would it be fine or is it garbage?
I put a spare 20GB HDD into my computer to attempt to reclaim some of my lost files. The other day, the power went out AGAIN while my computer was running a a recovery scan on the corrupt HDD and now it won’t boot up again. It turns on for a few seconds then turns off. Normally, it will get to the Windows loading screen, then turn off. If I try to enter my BIOS, Setup, or Boot Menu, it immediately shuts down. After that I have to let it sit before I try again else it only comes on for a second. A few days before this, I kept getting the CPU Fan Fail message on start up. I disabled the message because for one, I don’t have a CPU fan, I use a liquid cooling system, and two, I have a monitor for it and it’s working fine. I used to get the message with ny old CPU Fan as well so I shrugged it off. I have swapped RAM, swapped and disconnected HDDs, video cards, and sound cards.
4) What could be causing this problem and how can I fix it?
There really is no way to know when the power is going to go off. It’s stormy season here in Florida. We never used to have a problem with our power company but the power goes out everyday. The only way to help this would be to get a UPS, but I don’t have the money.
